By Franciscan Festival of the Book in the Hebrew, by a mountain of books to Sea, sun, culture, today in Italy are of the order of hundreds of large and small places hosting and organizing events related to the book as literary festivals, exhibitions, readings and meetings with authors.

It is a number grown exponentially in recent years, that if on the one hand represents a commitment to value books and culture as an important tourist attraction and source of economic growth, the other is the problem of coordination of supply and the relationship with the resources - notably - are becoming fewer and harder to find.

In this spirit sixty-six among the most active and important events of the "City Paper" of Italy meet for the first time in Torinovenerdì 5 and Saturday, April 6, 2013 in the dining Agora UniCredit (Via XX Settembre 29, Torino).

The idea came from the City of Torino Piero Fassino, the mayor and the Centre for the Book of Rome chaired by Gian Arturo Ferrari, that promote and organize the conference.

The objective of the two days, "The City Paper" is to meet, know and talk to each other initiatives born in the time throughout the country: to compare experiences, organizational models, objectives and concerns. But above all, create a permanent coordination, governance that is able to cope with common institutions to support this reality in a meaningful way the culture industry too often influenced by local fragmentation and difficulty to network, and still does not have adequate legal recognition.

If UNESCO protection in fact for years as a World Heritage property of non-material culture such as the puppet theater in Sicily and the Mediterranean diet, the songs Baltic and the Carnival of Binche, the Italian legislation reserves the status of cultural heritage protection and the consequent only to tangible assets such as museums and monuments, works of art and historical and archaeological sites. Nonetheless, the relationship that exists between a festival or fair active for years or even decades in a given territory and the genius loci that produced them is no less binding in shaping the relationship with a specific city, its stones, people, and souls.

A Festival or Fair does not come by chance, but there is where you create alchemy and environmental situations often unique in the relationship with the city as the fifth city with its institutions, its palaces, cloisters, gardens, shops and human tissue and economic so as to make impossible its portability or its cancellation without inflicting a serious loss to the biodiversity of the cultural landscape of our country.

The time is ripe to develop the means to protect and defend this constraint, in order to preserve the specificity and infungibilità. The City Paper from the conference will take shape as legislative initiative that aims to extend to festivals and exhibitions related to the book and the culture status of cultural heritage recognized, protected and defended by Italian law.
